Research and Support - ILR has a Division of Research and Program Evaluation. Dr. Raymond Kirk is Director of Research. Over the last twenty years ILR has been involved in a wide-range of research efforts throughout the US and abroad. SBIR Program
The Small Business Innovation Research (SBIR) program is a program for domestic small business concerns to engage in Research/Research and Development (R/R&D) that has the potential for commercialization. Federal agencies with extramural research and development budgets administer SBIR programs for small companies to conduct innovative research or research and development (R/R&D) that has potential for commercialization and public benefit. The SBIR Program includes the following objectives: using small businesses to stimulate technological innovation, strengthening the role of small business in meeting Federal R/R&D needs, increasing private sector commercialization of innovations developed through Federal SBIR R&D, increasing small business participation in Federal R/R&D, and fostering and encouraging participation by socially and economically disadvantaged small business concerns and women-owned business concerns in the SBIR program. ILR has been the recipient of seven SBIR grants to date (See: Grants Awarded).

Research Support (Selected):
December, 1998 – June 2001 - Evaluation of Enhanced Employee Assistance Program for Alcohol/Drug Dependent TANF Recipients - Research jointly funded by the Robert Wood Johnson Foundation, Substance Abuse Policy Research Program, and the NC Division of Mental Health and Substance Abuse Services.

July 2001 – June 2002 - Evaluation Design for “Rooms of Their Own” Residential Treatment Program for Adolescent Females - Adolescent female offender program operated at Samarkand Manor Youth Academy (training school). North Carolina Department of Juvenile Justice and Delinquency Prevention

January 1, 2001 - June 30, 2005 - Designing, Planning and Evaluating Residential Substance Abuse Treatment Program for Incarcerated Adolescent Females (Holistic Enrichment for At-Risk Teens: HEART).  Program planning and implementation grant from the North Carolina Department of Juvenile Justice and Delinquency Prevention.

September 1, 2002 - June 30, 2004 - Designing Blended Education Services and Treatment (BEST) program for incarcerated adolescent females.  Program planning and implementation grant from the North Carolina Department of Juvenile Justice and Delinquency Prevention.

March 2001 – June 2002. - Evaluation of Adoption Acceleration and Mediation Project of the AOC.  Research on efficacy of new mediation project designed to move “stalled” CPS cases.  Funding from Administrative Office of the Courts

March 2004 – February 2006 - Court Improvement Evaluation: Phase 2.  Evaluation of the effects of modified court practices on child welfare case outcomes.  Funding from State of North Carolina Administrative Office of the Courts

1997-98, 1999-2002 – UNC Greensboro and NC A&T, and North Carolina Department of Health and Human Services, Division of Social Services, Children’s Bureau, Evaluation of the NC Statewide Adolescent Independent Living Program – LINKS – Project to develop data on youth participating in the Federal sponsored Foster Care Independent Living Program
